COMMUNITY TRUSTEES SELECTION PROCESS 2024 – 2025

The Bohwa Bja Rena Community Development Trust (BBRCDT) invites community members who reside within the Trust Benefit Areas to submit nominations of eligible persons to stand as candidates for selection as five (5) Community Trustees to sit on its Board.

To participate, community members must first register and meet the registration requirements. Registered community members will have the opportunity to submit nominations for suitable candidates, support nominations, or stand as candidates.

The selection of Community Trustees will be managed by a Selection Panel through a shortlisting and interview process.

The Bohwa Bja Rena Community Development Trust has appointed Election Solutions for Africa (ES4A) to independently oversee the selection process, ensuring that it is inclusive, fair, robust, and transparent.

THE ROLE AND IMPORTANCE OF COMMUNITY TRUSTEES:

The Community Trustees play a crucial role in the success and sustainability of the Trust. They represent and reflect the interests, aspirations, and needs of the communities served by the Trust.

Given their significant responsibilities, it is essential that candidates nominated for the positions of Community Trustees possess the necessary skills and expertise. This ensures that they can effectively contribute to the Trust and serve the best interests of all communities that fall within the Trust Benefit Area.

Community members from the Trust Benefit Area, who meet the following registration requirements can register to participate in the selection process:

Where is the Trust Benefit Area?

Communities that fall within a 15km radius of the Anglo American Platinum’s (APP’s) Twickenham Mine in Limpopo are defined as the Trust Benefit Areas.

Who may stand as a Candidate for Selection to the Board?

Candidates need to be nominated and seconded by registered beneficiaries of the Trust. Candidates must be 18 years of age or older and in possession of a valid South African identity document, additionally candidates must also possess a matric qualification or an equivalent NQF level to be deemed functionally literate.

Who is disqualified from standing as a Trustee?

NOTE: Candidates cannot be office bearers of political parties, political movements, municipalities, provincial government or national government. They also may not be members of municipal councils, provincial legislature, or national parliament. Traditional leaders and appointed members of Traditional Councils are also excluded.

How many phases are there in the Selection Process?

Phase 1: Stakeholder Engagements

The Stakeholder Engagements will be a platform through which the ES4A will involve the stakeholders who will be critical in the success of the Selection Process. During this phase, Key- stakeholders will participate in information sharing and provide insight into the communities that will need to be engaged in the Selection Process.

Phase 2: Community Sensitisation

After obtaining a buy-in and go-ahead from the key-stakeholders, ES4A will utilise the mobilisation platforms that will be identified by the key stakeholders to rally the communities into mass meetings. The mass meetings will take place in community halls, sport/open fields or any other places conducive for community mass meetings. During these mass meetings, ES4A will present the Selection Process and address questions related to the Selection Process.

Phase 3: The Registration and Distribution of the Nominations Forms

Please note that only eligible community members who have completed the registration process will be permitted to participate in the selection process. After the registration phase concludes, a preliminary register will be published for public review and objections.

The inspection and objections period allows for a period of 48 hours for the preliminary register to be inspected by registered community members, to ensure that the register accurately reflects only eligible community members. Once the objection period has closed, the final register will be published, and only those community members on the final list will be allowed to take part in Phase 4 of the selection process.

Distribution of nomination forms: Nomination forms will be issued to eligible community members who have registered and wish to submit a Nomination. A valid nomination will require that three (3) successfully registered community members complete the nomination form. The nomination form is made up of the following information:

Phase 4: Submission/Collection of nomination forms:

Registered community members can nominate or support one (1) nomination. Candidates only require one (1) valid nomination to be eligible to stand as a candidate.

Community members wishing to submit a nomination will be required to submit completed nomination documentation (distributed in Phase 1). A “Check List” provided in the nomination pack will outline the required documentation needed to complete a nomination. The nomination pack requires certified ID Copies of the three (3) community members completing the nomination (ID Copies are to be certified by a Commissioner of Oaths and not older than 3 months).

Completed nomination forms: Completed nomination forms must be handed to the support staff during Phase 2 of the process, the support staff will electronically capture the nomination form, and a photo of the candidate will be taken. The candidate being nominated is therefore requested to be present when the nomination form is submitted. Late or incomplete nomination documentation will not be considered.

On completion of the verification of nominations, the list of nominated candidates will be published for an inspection and objection period. After this period closes, the final list of candidates will be released and Phase 3, which involves the Selection and Interview Process, will then begin.

Phase 5: Selection and Interview Process managed by a Selection Panel:

The interview and selection process will be overseen by a Selection Panel. The panel will shortlist candidates based on predefined and agreed-upon criteria. Shortlisted candidates must consent to vetting, including a Basic Risk Assessment and a Criminal Record check. The final list of shortlisted candidates will be published. The shortlisted candidates will then proceed to the interview stage.

NOTE: This is NOT an election process, community members will NOT be voting for the Community Trustees.

The candidates that have been nominated by registered community members will be shortlisted for an interview.

Registered community members will be invited to observe the interviews that will be manged by the Selection Panel.

The Selection Panel will interview the shortlisted candidates and recommend the names of the successful candidates to the Bohwa Bja Rena Community Development Trust Board.

Five (5) Community Trustees will be appointed to the Board, with a term of office for a period of five (5) years.
